The ideal candidate should have a doctorate degree (PhD) in health policy, health sciences,
or Masters' degree in statistics, epidemiology or related field, minimum of 7 years of
experience providing technical assistance to government agencies in developing and
strengthening health management information and M&E systems to support HIV response in Tanzania
• Support the development and dissemination of guiding documents (laws, policies,
SOPs, roles, responsibilities) on data access, protection and confidentiality
• Continuously improve analysis and interpretation of data across the health sector
including for HIV and other public health priorities such as the DREAMS initiative
• Institutionalize data use by strengthening business processes to routinely access and
use data;
• Develop SOPs and data dissemination products that support priority business
• Develop strategies to increase use of data and implement data demand and use (DOU)
strategy activities
• Continuously improve routine data completeness, timeliness and accuracy
• Develop data quality indicator system and ensure it is implemented in all health care
facilities and on DHIS2
• Support data quality improvement (DOI) activities such as data verification, error
checking, audits, and triangulation
• Conduct program evaluation and science capacity strengthening workshops
• Develop and implement program evaluation protocols
• Assess HIV program record-keeping I report generation time at the health facility level
• Prioritize indicators and data elements to inform planning and delivery of quality services
• Build HIV program I DREAMS initiative and stakeholder data management and use
capacity via development and implementation of in-service training programs
• Support optimization of NIMR's IRS related processes as necessary
• Support the development and dissemination of scientific and technical publications by
