Master's or advanced degree in one or more of the following disciplines: gender studies or law, human rights, international development, social sciences with a gender bias. Experience: Minimum of 10 years of experience in the area of policy drafting, least 5 years of which should be experience working with the security sector; Demonstrated ability to interact with governmental agencies, good interpersonal skills and organizational proficiency; Experience in developing gender sensitive policy responses; Past proven experience with national development frameworks;
Conduct a literature review of related international, regional and national instruments and policies and the relevant UPF documents to guide the formulation of a comprehensive UPF Gender policy; Draft an inception report involving key stakeholders in order to inform the methodology, stakeholders to be consulted to gather their inputs into the UPF Gender policy document and outcomes of the consultations; Conduct national and regional stakeholder consultation workshops to solicit further inputs on the formulation of the UPF Gender Policy document addressing key focal areas (1) unequal treatment and access to opportunities and marginalisation of females in the UPF; (2) gender gaps and concerns in service delivery systems and procedures (3) Promote Zero tolerance to sexual exploitation and abuse; raft a comprehensive UPF Gender policy and a costed implementation strategy for approval by the Uganda Police Force;
