Responsibilities
Undertake a rapid capacity needs assessment of the Assembly;
Develop the Assembly organogram (including numbers and levels of staff) in consultation with key stakeholders, including other relevant departments
(including the Civil Service Commission as necessary) providing advisory services on gender parity and develop any additional papers or submissions
necessary to enable sign-off of the organogram by the Speaker, Secretary General, Civil Service Commission and any other relevant public service entity;
Develop the Assembly budget, in accordance with the staff numbers endorsed in the new organogram, in line with Southwest Government regulations and
develop any additional papers or submissions necessary to enable sign-off of the budget by the Speaker, SG and any other relevant public service entity;
Develop job descriptions in support of endorsed Assembly organogram and support their endorsement by relevant public service entities, as necessary;
Provide any and all support and advice to national counterparts to undertake an efficient, gender responsive, merit-based recruitment process in line with
the new organogram and position descriptions, including assisting with any and all paperwork necessary to put new staff onto the public service payroll;
Provide advisory and technical services to the Assembly to develop relevant human resource manuals, gender responsive guidelines and other papers, to
enable the Assembly to properly recruit, manage, discipline and oversight staff;
Design and ensure delivery of training to all new staff, including organizing management training for any new managers within the Assembly;
Provide advisory and technical services to the Assembly to implement proper financial management procedures within the Assembly, including developing
manuals, guidelines and other papers; and
Support the assembly to develop strong partnerships with key actors including other Ministries, the Public Service Commission, academic institutions and
civil society, in particular, in order to support the sustainable development of Southwest Assembly and its staff;
