Bachelor degree (preferably in Human Resource, Master of Business Administration and Social science). Four Year Experience After the degree in position related with Human Resource Management. Previous experience with a government, multilateral or international organization is helpful but not mandatory; A demonstrated ability to analyze, formulate human resource plan and policies, strategies and programs, and to prepare well written and performance evaluation documents; Experience in organizing Training and development workshops for directors, head section and staff of the ministry. Good knowledge of HR data bases, word processing and spreadsheet software; Ability to work under pressure and meet tight deadlines;
Provide support in the various human resource functions, which include recruitment, staffing, training and development, performance monitoring and employee counseling. Provide advice and assistance to supervisors and staff including information on training needs and opportunities, job descriptions, performance reviews and policies. Ensure that accurate job descriptions are in place and Provide advice and assistance when conducting staff performance evaluations. Identify training and development opportunities and Provide mechanisms and tools for assessing staff performance at different levels. Provide advice and assistance in developing human resource plans and Access funding for trainings and write proposals. Prepare, develop and implement procedures and policies on staff recruitment. Develop and implement a human resources plan and personnel management policies and procedures. Provide advice and assistance to staff and management on pay and benefits systems
